Most proxy services are detected and you will get locked after tutorial regardless.

Account Lock is not Account Ban. 
Many proxy users have come to accept bans as part of the process, it just happens sometimes.

I made 2 accounts this week with BlazingSEO (ref link):
 - One got locked, I recovered it and kept botting.
 - Second one never got locked, botted it normally.

You should be able to get your accounts unlocked by following the regular recovery process Jagex asks you to do.

There seems to always be a chance of getting lock when using most SOCKS proxies.

There have been plenty of people who have gotten locks with that provider, as with any other provider.
If you've had good luck with them, then I'd continue using what works for you!

Besides that, can google up SOCKS proxies for more providers.

Why do you recommend not using VPN? I have tried both SOCKS and VPNs and have had a lot more success with VPNs. Almost all the SOCKS proxies I used had flagged ips already.

VPNs typically assign you a random IP address from their pool of IPs.
Each time you use it, you may get a different IP addrss, which may look suspicious, and even lead to a locked/suspected as stolen account.

Usually you want a dedicated proxy, so your IP doesn't keep changing.
 

Plus VPNs (as I understand) are attached to your entire computer, not specific programs.
Some people may not want this, and this doesn't give you ability to split accounts over multiple IP addresses.
