Never use dreamweaver. It will only teach you bad habits.

Learn CSS and HTML properly, it literally only takes a few days to master.

Dreamweaver is phenomenal as long as you only use it as an IDE and not as a visual designer. Won't teach you any bad habits.

With very few experience you'll be able to use twitterBootstrap.

TwitterBootstrap is used for designing websites. It contains all kinds of styles, you only need call those styles.

Whilst bootstrap will give you fast & clean results, it won't teach you best practices or fundamentals - both of which you should get a grasp of before diving into a framework. Check out W3, Team Treehouse, CodeAcademy and CSS-Tricks - these sites are great for learning HTML & CSS.
